Last week the Atomic Doomsday Clock was moved 2 minutes closer to midnight due to increased risks from climate change and nuclear confrontations. See Three Minutes Away from Doomsday (Inter Press Service) which quotes Jonathan Granoff (PNND Council Member) and myself on the move.

In this update we welcome new PNND Council Members, encourage you to raise the 2015 NPT Review Conference in your parliament (and provide a sample parliamentary motion/resolution), inform you of the Nuclear Zero case in the International Court of Justice (and what you can do to support), remind you that nominations for the Nobel Peace Prize are due, and inform you of some upcoming PNND events.

NPT 2015 Review Conference, 27 April – 22 May

The Review Conferences occur once every five years. A positive outcome is vital for strengthening the non-proliferation and disarmament regimes. We encourage parliamentarians from States Parties to the NPT to initiate questions, debates or motions in their parliaments. Click here for a sample resolution. Contact PNND for further background to the NPT preparatory process and what could be achieved this year.

Nuclear Zero case in the International Court of Justice

The Marshall Islands has lodged cases in the ICJ against the nine nuclear armed States on the obligation to negotiate in good faith for complete nuclear disarmament. The cases against India, Pakistan and United Kingdom (the three nuclear-armed States which accept compulsory jurisdiction of the ICJ) are proceeding. PNND Past-President Abacca Anjain-Maddison (Marshall Islands) has requested parliamentarians to endorse the Nuclear Zero petition (5 million endorsers so far) and to encourage their governments to join the Nuclear Zero case. Nobel Peace nominations

Nominations for the 2015 Nobel Peace Prize need to be submitted by February 1 to the Nobel Peace Committee. Any parliamentarian may make a nomination. Please contact PNND Head Office if you need ideas on possible nominees.

Upcoming PNND events

—    Parliamentary Assembly of the Organisation for Security and Cooperation in Europe (OSCE), Vienna, Feb 19-20: PNND will hold a roundtable forum on Humanitarian and Security Initiatives for Nuclear Disarmament: From Vienna to Helsinki, Hofburg Congress Centre, Vienna, Thursday February 19, 15:00 – 17:00. Please inform your delegates to the OSCE Parliamentary Assembly.

—    European Parliament, March 2. PNND will hold a forum on Nuclear Disarmament from Vienna to the NPT – the voice of European Union. 3pm-6pm. Contact Jean-Marie Collin.

—    132nd Assembly of the Inter Parliamentary Union, Hanoi, March 28 – April 1. IPU is deliberating on the issue of cyber-warfare. PNND is organising a roundtable on the topic Eliminating risks of nuclear war by accident, cyberattack or conflict escalation: the role of parliaments.
