Dear friends,

On May 27-28, 2015, the Inter Parliamentary Union (IPU) Global Conference of Young Parliamentarians will be held at the Japanese Parliament co-hosted by Nobutaka Machimura (Speaker of the House of Representatives) and Masaaki Yamazaki (President of the House of Councillors).

We recommend that PNND members contact their delegation to the IPU Young Parliamentarians Conference and encourage them to include the issue of nuclear disarmament in their interventions and deliberations.

The nuclear weapons issue is related to the themes of the IPU Young Parliamentarians Conference, which are peace and prosperity. Nuclear-related conflicts threaten the peace. And the $100 billion annual nuclear weapons budget is sorely needed for economic, social and environmental needs.

In addition:

—    This is the 70th anniversary year of the nuclear bombing of Hiroshima and Nagasaki.

—    The IPU has adopted two resolutions on nuclear disarmament by consensus - Advancing nuclear non-proliferation and disarmament, and securing the entry into force of the Comprehensive Nuclear-Test-Ban Treaty: The role of parliaments at the 120th IPU Assembly and Toward a Nuclear Weapon Free World: The Contribution of Parliaments at the 130th IPU Assembly. This Tokyo conference would be a suitable occasion to follow-up these resolutions.

—    PNND Japan and Religions for Peace Japan last month adopted a Joint statement on nuclear disarmament, and made a call for parliamentarians and religious leaders around the world to adopt similar statements in time for the 70th anniversary of the nuclear bombing of Hiroshima and Nagasaki on August 6 and 9. The IPU Youth Conference would be a good opportunity to advance this call.

PNND and IPU have been cooperating on the issue of nuclear disarmament for a number of years. We have published an IPU/PNND Handbook for Parliamentarians on Supporting Nuclear Non-proliferation and Disarmament, organised briefings and workshops at IPU Assemblies, and organised joint events at the United Nations and other international forums.

The relationship between cyber-warfare and nuclear threats was the subject of a PNND/IPU event at the most recent IPU Assembly in Vietnam, and was included in the resolution adopted at the assembly on Cyber warfare: A serious threat to peace and global security.
